Doctor of Economic Sciences, Professor, Honoured Scientists of the Russian Federation, Academician of the International  Academy of Informatics. 

Born on 12 September 1931 in Alma-Ata (Kazakhstan). In his childhood lived in Turkmenia and Uzbekistan. Secondary education completed in Baku (Azerbaijan). 

Graduated from the Moscow Institute of People’s Economy named after G.V. Plekhanov (1954). Worked in this institute  till 1956 and then in Moscow Institute of Economics and Statistics  where he started from an assistant, in 1960 was appointed as a head of Department and in 1966 got a Doctor’s degree and was appointed as the Rector.

He is the author of numerous scientific works (of which more than 20 books and manuals). More than 30 of his post-graduate students got scientific degrees. Professor of the Academy of People's Economy under the Council of Ministers of the USSR (1978-1985).

Since 1972 he has been working in official statistics: Deputy, First Deputy Director of the Central Statistical Office of the USSR (1975-1985), Director of the Central Statistical office of the USSR (1985-1987), Chairman of the State Statistical Committee of the USSR on Statistics (1987-1989),  Chairman of the Interstate Statistical Committee of the Commonwealth of Independent States (since 1992).

Participated actively in the work of the UN ECE Conference of European Statisticians (since 1974), UN Statistical Commission (since 1976); was elected as its Chairman (1979-1981) and Deputy Chairman (1976-1979 and 1989-1991).
